Multnomah County proposes safety updates at the Central Library

October 2025

Multnomah County staff presented their proposed list of policy and operational changes at the Central Library. This plan was presented after downtown retailers demanded action to end the open illegal drug activity and related violence in and around the library.

We thank the entire commission for their response, especially Commissioner Julia Brim-Edwards for being a steady thought partner in developing solutions. While we would still like to see more improvements, the Chamber is pleased that many of our recommendations have been or will be implemented, including the following:

Security

  • Increased security officers and patrols
  • Increased PPB bike and foot patrols
  • Walkthroughs by PPB Public Safety Support Specialists
  • 24/7 security camera monitoring
  • Stronger exclusion guidelines
  • Weapons detection systems

Facilities

  • Restrictions on personal belongings
  • Wi-fi limited to operating hours
  • Maintenance enhancements including increased pressure washing and waste disposal
  • Clear signage on no weapons and drugs policies

Business

  • Increased engagement with nearby businesses

The Chamber continues to support the Downtown Retail Council’s call for the installation of non-intrusive metal detectors, which are commonly used in public facilities throughout the region. Our team continues to push for implementation.
