The Portland Metro Chamber has joined with APANO Communities United Fund and Verde in formally opposing recent proposals to alter the Portland Clean Energy Fund (PCEF). In a joint letter addressed to Mayor Wilson and the Portland City Council on April 28, 2025, our organizations reaffirmed the importance of maintaining both the structure and purpose of this voter-approved initiative.
Protecting Voter Intent
Passed by Portland voters in 2018, PCEF was specifically designed to place a surcharge on large retailers to fund clean energy projects and job training programs in communities most impacted by climate change and systemic inequality. As representatives of both Portland business and community interests, the Portland Metro Chamber recognizes our unique position as both funders and supporters of this important climate initiative.
Our coalition firmly believes any changes to the PCEF must be referred back to voters through a new ballot measure, as this was how the fund was initially established. We cannot support efforts to alter this funding mechanism through council action alone.
Our Position
While we understand the budgetary challenges facing the city, the Portland Metro Chamber maintains that:

- The revenue generated by the PCEF tax is legally and ethically bound to its original purpose
- Climate change and community resilience remain core priorities for our business community
- Alternative funding mechanisms should be explored for other city needs, rather than diverting PCEF funds
- The democratic process and community trust must be respected
The Portland Metro Chamber remains committed to finding creative, equitable solutions to Portland’s challenges while upholding the promises made to voters. We will continue to advocate for policies that support both a thriving business community and environmental sustainability.
