The Portland Metro Chamber proudly supports Portland Permitting & Development’s approval of Zenith Energy’s pending Land Use Compatibility Statement (LUCS) application. This endorsement reflects our commitment to promoting commerce, community health, and overall prosperity for our region’s diverse business community.
A Key Step Toward Decarbonization
Portland is on an ambitious path to decarbonize its industrial sector through the Clean Industry Initiative. The Zenith Terminal is the state’s largest renewable fuel storage facility and one of the largest providers of sustainable aviation fuel (SAF). Zenith Energy is a crucial partner in Oregon’s goal of reducing carbon emissions. The Renewable Fuel Standard, adopted in 2022, aims to phase out traditional diesel by 2030 and promote a shift to low-carbon, renewable fuels. Zenith Energy’s project is a vital component of this transition. By repurposing its terminal and tank infrastructure, Zenith will ensure a reliable supply of renewable diesel—which can reduce emissions by up to 80% compared to fossil-based diesel—and support the production of sustainable aviation fuel.
Ensuring a Fair and Predictable Permitting Process
The Chamber strongly supports the established permitting process designed to provide certainty and fairness for all parties. These regulations and procedures ensure decisions are made based on clear, consistent criteria, free from undue political influence. When city procedures remain consistent and transparent, local and regional stakeholders can confidently move forward with projects that drive economic growth while supporting environmental sustainability.
Future-Proof Energy Infrastructure
Zenith Energy’s LUCS application is more than just a regulatory step—it is a strategic investment in Portland’s future. The enhanced infrastructure will play a significant role in the city’s journey toward a low-carbon economy. By ensuring a steady supply of renewable diesel and sustainable aviation fuel, Zenith’s project supports broader efforts to reduce industrial emissions and meet Portland’s 2050 carbon reduction goals. This initiative not only benefits the transportation and aviation sectors but also underpins the overall economic competitiveness of the region.
The Chamber recognizes Zenith Energy’s commitment to reducing industrial emissions and is proud to support this initiative.
