Director, Commercial Real Estate & Development

Madeline Miller (she/her)

Madeline Miller has served as the Director of Commercial Real Estate and Policy Development since June 2026. She brings more than a decade of housing and real estate development and policy expertise to this position. Prior to joining the Chamber, Madeline spent nine years at ECOnorthwest, the largest private consulting firm in the Pacific Northwest. At ECO, Madeline evaluated complex public policy issues relating to economic and real estate development, housing supply and underproduction, land use and zoning, development finance and feasibility, housing affordability, homelessness, and displacement in the face of neighborhood change. As a Senior Project Manager, she led numerous research projects for public and private sector clients across the pacific northwest (Oregon, Washington, California, Hawaii, Colorado, Idaho) and across the country.

Prior to ECO, Madeline spent three years at Housing Development Center, an affordable housing nonprofit providing asset management services to 19 community housing development organizations across Oregon. Madeline holds a Master of Public Policy from Georgetown University, and a Bachelor of Business Administration from the University of Portland.

Madeline currently sits on the Metro Transit-Oriented Development Steering Committee, a gap funding grantmaking committee for affordable housing in the region, and is a member of the Urban Land Institute NEXT leader’s cohort. Madeline participated in the Chamber’s Leadership Portland cohort in 2023-2024 and was nominated as her class graduation speaker. In addition, Madeline is an active volunteer in the community–she has volunteered with Dress for Success Oregon for over ten years and previously sat on the Board at the Northwest Pilot Project, an affordable housing nonprofit providing aid for senior citizens.
